It can't be deleted from the iPad because it is preinstalled on the device. It may be on another screen so wipe from screen to screen to see if it's on another screen. Another possibility is that if you have restrictions enabled on your iPad that could be why you can't see the icon. I don't use restrictions but I think if you have it enabled the icon will disappear until you disable the restriction.
